I am translating a mobile phone service agreement and I am not sure how to translate "órgãos restritivos de crédito" in this sentence: "Declara que seus dados cadastrais são verdadeiros e que se compromete a atualizá-los periodicamente, autorizando a NEXTEL a verificá-los junto aos órgãos restritivos de crédito e instituições assemelhadas..."

Elas simplesmente indicam o histórico de pagamentos da pessoa (e.g. pagamentos delinquentes, falências, etc.) Compete ao credor decidir se aprova o cliente ou não. São conhecidas como "credit bureaus" ou "credit reporting agencies".

: Not the same. A credit rating agency rates the economic performance of each country. The context is referring to something similar to Experian in the USA or SPC in Brazil. These are internal agencies that keep track of people's credit performances.

No meu entender, "credit rating agency" é uma "agência de classificação de risco de crédito" e refere-se àquelas agências que dão notas para cada país, baseadas na confiança do consumidor e outros indicadores econômicos. Dois exemplos de agências de classificação de risco são a Standard & Poor's e a Fitch. São agências internacionais!
Creio que o contexto que se apresenta é bem diferente. Trata-se de "credit bureau" ou "credit reporting agency". É equivalente ao SPC no Brasil ou a Experian nos EUA. São agências internas!
