The term is used multiple time in legal documents I am translating about the placement of a child with foster parents.
"Fostering children with accommodation" sounds slightly odd, but it occurs to me that there is also day fostering.
Or could this mean "permanent fostering"?

I don't believe there is anything permanent about "foster care" in the US, unless the person who is receiving it has some kind of major disability. Even then, it's referred to as "foster care".

In fact, I now remember that here in the US, a foster child is released into the community as soon as they turn 18, to make their way in whatever way they can or want to, as long as they do not have a disability that prevents them from being independent.
