I think it means disbursement because of the END OF YOUR TEXT: Where it says au titre du financement...so apparently, the money is there and they need to put in a disbursement request OR invoice...

Each detailed account or invoice made out in French Francs and presented for payment shall indicate the total amount of the service that has been billed, its reference to the contract, and the total to be paid for financing.
The file for each monthly detailed account shall include:
Three examples of the detailed account of the status of the contruction signed by the Inspection Engineer of the contract.
The detailed account of the status of the construction shall mention:
Trois exemplaires du d�compte de la situation de travaux, sign� par l�Ing�nieur de contr�le du march�.
