This is from an environmental impact report for a new power plant, town planning section.

I think I get the gist of what this is trying to say, but I'm looking for an elegant way of putting it:

Lorsqu'il existe une obligation de construire **au retrait de l'alignement**, la limite de ce retrait se substitue à l'alignement.

All I can think of is "set back from the building line" and then I'm not sure how to incorporate that into "la limite de ce retrait".

Any suggestions gratefully received.

They probably specify this because in many cases you have the option of building ON the property line OR on the building line (setback), and nowhere else. If there is a requirement to build back from the building line, then it is possible that there are still only two options: build ON that new setback OR at the previously determined setback distance relative to that new building line, and nowhere else.

Since we are talking "alignement" it might actually be worth talking about "frontage line" rather than "building line" since - I presume - we are talking only about setback from the frontage (along the road). A building line is, for a square or rectangular site, any of the FOUR setbacks imposed relative to the four property lines.
