Appears in a project description in the context "Detta innebär att berörda VA-anläggningsdelar beordrar sina avloppspumpar att tömma sina pumpsumpar för avloppsvatten". Does this mean "emptying of" the contents, i.e. emptying out the sewage, or "emptying so that there is space for the sewage in the pump sump"

sewage (pump) sumps

There's an ambiguity in that "för avloppsvatten" can be modifying either "tömma" or "pumpsumpar", in the first case, "tömma [sina pumpsumpar] för avloppsvatten" it is the emptying that is done with the purpose of getting the sumps ready for (new) sewage.
In the second case, "[tömma sina] pumpsumpar för avloppsvatten", it specifies that we're taking about "sewage sumps"
I figure it probably is the second case that is intended, but can't be 100% sure of that, so most likely what you're looking for is "... instruct/order their sewage pumps to empty the (sewage pump) sumps". (which incidentally also will mean that the sumps are ready to receive new sewage)
