tender references doubt

What kind of references are these? I imagine it refers to the business condicted by the tenderer as evidence of their capacity to do what they claim to be able to do, but I need confirmation.

Also, I am not sure about the "em serviço por ano" y "entrada em serviço", to use the word 'service' in English would seem odd, I think. The word 'serviço' is used a lot in the text but I think English has a more restricted meaning with 'service'.

no tender...a List of References is just that.

I have been doing telecommunications for 20 + years, and the word service is USED all the time. Just try googling it. It's everwhere...
