Portuguese term

Pré-caso

Portuguese to English Medical Medical: Pharmaceuticals Adverse reactions to medication protocols
This is a procedural manual for handling reports of adverse reactions to specific pharmaceutical medicines. There are a number of ways to translate the term "Pré-caso" but all of them sound awkward to me. I would appreciate suggestions. Here is the whole passage (which in intself is straightforward):

TIA!

4 KudoZ points awarded for this answer. Comment: "Rh, thank you for this thorough answer. This was one of three possibilities. It is really a "pre-case reporting phase or stage" but I think "preliminary case" sounds tighter and better in English. I appreciate everyone's confirmation. This is what I am using in the final translation. Abraços."
