Here I read "linha" to mean "linha de crédito" = line of credit and then "limite" referring to credit limit. It's a bit strange that the writer used both words here. As you probably did some reading on our PROZ glossaries and also everywhere else there's plenty of doubts of how to differentiate between these two terms and many definitions.
In this particular context I understand that the "aval" refers to the approval/endorsement of the company headquarters of its branch office to use this line of credit and then the "fiança" meaning that it will back it up financially with a Guarantee/Surety.
