This is a step in a document describing the process for the management of capital expenditures.
Literally, I get something like "asset activation" or "activation of assets". While I do find some Google hits for these, I'm not sure this is the right translation.
Anybody have any ideas?

Why subscription? Because, in most cases, "activação dos bens" is used in a context of intangible assets, like intelectual property, know-how or other intangible assets. Normally that is related to some sort or subscription to get such know-how or other type of intangible assest. To access such know-how or be authorized to use other company intelectual property, often, expenditures are involved.
