I am sure it is a typo for julgo. The verb vulgar does not exist in PT.

Portuguese term (edited): VULGO = ALIAS, A.K.A. | JULGO = I understand that

VULGO = ALIAS, A.K.A.

In the aforementioned question it is simply a miissppellinngg of the word "JULGO"
which means "I understand that" [Literally: I JUDGE that...]

BTW, "JULGAR" = to judge
BTW, "VULGAR" = crass
