I think this is the translation. It doesn't have to have a "V." before "Exas.", actually there cannot be such "V.": the sentence is "Ora, Excelências, at the time the appealant submitted her impugnation ...". Excellencies is in the vocative case, they (the Excellencies) are whom the speech is being directed to, so there is no place for "Vossas Excelências" in the phrase.
