I'm not 100% sure if that's what the text is getting at, but the use of the word "esporos" seems to indicate that they are trying to widen the project's reach. Otherwise, implementation, realization or actualization could be options. Can't really tell w/out reading the text. I don't think it's either "gearing" or "effectiveness, though, with due respect to my very knowledgeable colleagues... I think we need more context.
