I have never seen this statement attached to a Personal ID card in Portuguese, so forgive me if it is well known. I do not know how to translate this word in the context of being attached to a Cédula Pessoal. I have very little information. I do not know what country this document comes from either.

The original comes from Angola and is badly written, but see links below. Whenever you have a decree law number and date, you can usually back-track to what they are talking about and in your case the only law with that number, date and any logic was from Angolan bieth certificates

Once it comes from the word "settle" I believe this expression is the correct one in this case.
The verb "to settle" in portuguese is ACORDO, which is a similar word to ASSENTE.

Just correcting... TO SETTLE IN PORTUGUESE MEANS ACORDAR, ASSENTAR, COMBINAR.
The verb "to settle" in portuguese is ACORDO, which is a similar word to ASSENTE.
