Grade 19 for the Minister's performance
valores = notas » grades (1 to 20, usually school grades). The Minister was "put to the test" on how he was going to deal with the expropriation issue and got a grade 19.

: I also understand it that way. In Portugal (from high school to the end of university) we grade students from 1 to 20. Here it means that the Minister's test was very good (with a 19).

: if grades are out of 20, then it has to be translated to 99 out of 100..because in English-speaking countries people aren't graded out of 20
