: Buckle é apenas "fivela". // No, it isn't. See the Webster's. Besides, it's not only the lock effect, but the retention effect, to prevent the strap from moving and letting the body loose.

http://yque.com/seatbelbucbe.html In a car seat-belt the "buckle" is a lock in itself.Here in the US when the policeman tells you to "buckle up", he means to lock your belt, he doesn't say lock your retention latch. Webters for him, perhaps?
