This refers to changes in Property, plant and equipment (gross) - fixed Assets - by sales, write offs and other finantia operations. The "req." is misterious, as a "rea." is much more to be expected - as it would mean "Reavaliações" - reevaluation of the assets. I presumed it to be a typo as all this entries refer to loss of book value of capital equipment, and reevaluation would be missing.
A more complete description would be:
"Retirement and Sales, Write-Downs and Impairements and Reevaluations"

BTW, it goes beyond conveyancing - as it refers not only to the sale of assets as it includes amortization (the write-downs) and the reevaluation of assets. These two usually have to follow more or less strict legal/fiscal procedure in order to be accepted.

Without anymore context it's a bit complicated. It's like a shot in the dark, but if the matter has to do with law or business, these are the correct terms.
alienação: alienation ( transferência voluntária do domínio de um bem para outra pessoa)
abates: to reduce ( reduzir, diminuir, descontar)
Requesição: order (pedido formal imperativo) SIN Requisition

: alientation is not good idiomatic English, but since the word appears so often in Portuguese, it has surely been "sanctioned" by some people

It may seem strange that I'm submiting the same (almost ;)) answer, but I'll explain:
-if the last word is a "req.", it is hard to figure the full word as "requisições" (requisitions) makes no sense in this context;
-I presumed it to be a typo, and that the real word would be "rea.", as "q" is near "a" on a qwerty beyboard (therefore a common typo), and it would "fit the bill" in providing a word that made very good sense in the context - "reavaliações" (reevaluations);
-With the aditional input that it might be "reg." (OCR?) a possible word in portuguese arises: "regularizações" - that might be translated as regularizations. In this context, this has almost the same meaning as reevaluations (same effect), although AFAIK regularizations is not usually used regarding capital assets;
