or possibly, "Second or Third Foreign Language in common general subjects" depending on what they mean by "felles allmenne fag". "Fellesfag" is common core subjects and"allmennfag" is general subjects.

I think you do not understand the Norwegian school system's nomenclature for how language studies are distinguished. In this context, A, B or C er very specific terms for which language you study: primary, secondary or terciary. No more, no less.

C-språk = C-language (second, third, etc.
foreign language begun at the upper
secondary school – R-94)

B-språk = B-language (Second foreign
language begun at the lower or upper
secondary school – R-94)

"under felles almenne fag" I'd translate with "as part of the required core subjects"

In the text to be translated B/C-språk refers to a second foreign language (usually German, French or Spanish) started at either the lower or upper secondary school (middle school or high school).

I'm sorry but the chosen answer is incorrect. I actually did finish my secondary education in Norway, and so did my 4 younger brithers and sister (who left secondary school between 1990 and 2004). I started studying my second language, German, in grade 8 and thus have German as a my B-language. One of my brothers opted out of German in Grade 8 and 9 and only started learning his second language in grade 10 and thus has German as his C-language in his diploma, even if both of us studied it as our second foreign language.
