Perhaps something like "tagged line" or "encoded line" or "tagged field" maybe?

The idea is that you leave comments to explain your coding, including real world stuff which explains how and why you did the coding the way you did, or anything else which will be useful for yourself or other people who may need to adapt the code, whether to fix it or to use it for other purposes.

I think it is saying that there is a technical note inserted as a comment into the code in order to explain how this code. You could call it a "technical note" instead of a comment, but this is not what programmers will call it - it is routine for them, and not "technical". The word "ligne" refers to the fact that, when coding, this may appear as another line of code.

You could also call it an "explanatory note" or as "technical documentation" of coding.

"... is included in the document as a (technical note)/(comment)"
