Context:
"La pratique qui consiste à infester des pays de bombes à retardement créant une situation d’ingérabilité économique et d’insécurité, voire de sidération psychique sur des périodes de l’ordre d’une dizaine d’année ou plus, appartient de plein droit à cet horizon de la transformation de certaines populations en déchets qu’on écoule à un rythme raisonnable. economic dislocation
The effect caused by landmines is that large areas of land cannot be farmed, mined for minerals, etc. and leads to population movements. As your text mentions, the devastation is long-term because until anti-mine personnel come in and do their job, people do not know where there are mines. "Economic dislocation" is a good term to describe it.

Apart from the toll of human tragedy caused by anti-personnel landmines, affected countries share to differing degrees a common experience of social and economic dislocation caused by denial of access to productive land, diversion of medical and other resources and, in many cases, obstacles to conflict resolution and post-conflict reconciliation, regeneration and development.

Causing Chaos, Terror and Economic Dislocation: Increasingly over the last two decades, land mines have come to serve not only as military but as political weapons.
I appreciate that \"ingérabilité\" means a tangle or unmanageability, however \"economic dislocation\" may be what you\'re looking for. hth, Aisha
