This seems to mean the same as centrale nucléaire, could it mean 'reactor', given that it is used in the context of a header row in a table giving the names of individual reactors...

I found this in the Grand dictionnaire terminologique, and it would seem to fit your context quite nicely.

Definition from the GDT entry:
"Unité autonome de production comportant trois ensembles : le réacteur, le groupe des turbo-alternateurs et le génie civil."
So it's definitely not a reactor, but a reactor can form part of a nuclear unit.
