This is a text about the Foreign Legion and the Battle of Camerón.
"Lorsque Napoléon III décida que le nom de Camerone serait inscrit sur les drapeaux de la Légion étrangère, sans doute ne pensait-il pas qu’il faisait plus qu’immortaliser un combat obscur, mais qu’il scellait en même temps la charte des traditions de ce corps".

I wonder if it is being used figuratively here, as the only reference I find to it on Google is on the website of the Ecole des Officiers de la Gendarmerie Nationale:
"La charte des traditions est co-signée chaque année par le commandant l’École, le Sénéchal et le Grand Prévôt des promotions en cours qui sont tous deux garants des traditions miliaires de leurs promotions. Celle-ci permet de développer l’esprit de cohésion des élèves, tout en participant au rayonnement de l’Institution. Repensée chaque année, elle affirme l’identité de l’École, et la fait vivre en lui influant l’esprit des promotions qui se succèdent."
