This is on a stamp on an award (The full stamp reads: "République du Tchad, État-Major Particulier, Présidence de la République, Le Sécrétaire de la Chancellerie") I thought I had found the answer with 'Chief of Staff', but that seems to specifically refer to 'le chef d’état-major particulier', whereas this seems to refer to the whole department. Would 'General Staff' be correct?

Personal (military) staff of the President

I think this would be the best term, when talking about France, but I cannot say whether it's the same for Chad. The CEMP himself (to whom the quote does not actually refer explicitly) seems basically to be the President's personal special adviser on military affairs and this is NOT the same as being chief of the defence staff, who is at the top of the military hierarchy. Previous CEMPs have, however, gone on to take that post.

Le chef d’état-major PARTICULIER (CEMP) designe la personne pas le lieu ou "General Staff" :
"c'est le principal collaborateur militaire du chef de l'État, chef des armées. Il est l’interface avec l’état-major des armées et joue un rôle essentiel dans la mise en œuvre de la dissuasion nucléaire. Les deux derniers CEMP ont ensuite été nommé chef d’état-major des armées."

Private (General) Staff

it is a department and not a person as suggested by memonic. My worry here is however the "particulier".

I'm not too sure if left out, it will still portray the same meaning; reason why i suggest "Private" as in
Secretaire Particulier = Private Secretary
