According to this dictionary of insurance terminology, an "assurance en première ligne" translates as "prime" or "primary insurance". See:

I have a feeling that this can mean either direct policy(meaning that there is mediating party between the two parties),or it can refer to the high quality level of the policy.

Just two guesses.
