Ths is from an article describing how a submarine cable was exposed on a beach after a storm/hide tides. This is the first stage in the work: Dans un premier temps, le sommet de la dune est décaissé afin de dégager le câble qui est ensuite soulevé entre la chambre-plage et l’estran. Il sera ainsi à l’écart et à l’abri des travaux de creusement de la tranchée .

inspection chamber on the beach

This is not necessarily a "manhole". I prefer this more verbose wording to "beach inspection chamber" as the latter could sound as though it is the beach that is being inspected. In the UK at least, "inspection chamber" is the preferred term with public bodies as, besides being more inclusive, it avoids it is gender-neutral language.
