More context would help but the suggestion appears to be that this buyer is very wealthy (hence the cigar) and need not fret about making the acquisition in question, that the seller will cave in without the buyer having to make any special effort, possibly with a reduced price. I even wonder if there is any suggestion that this is a mafia-type operation and that in the mean time the seller will have found a horse's head in his bed.

What could be meant here is at (by) the time at which one would smoke the cigar in the evening), therefore by cigar time as if it were by tea time for instance.
