The State is careful not to lay down strict regulations that would determine the rates of capitalisation.

Allegro - How do you interpret doctrine and authority in this context?
"Why make such a wild guess?" Because I did not see any responses that helped in ascertaining the meaning of the expression and we can certainly suggest a translation indicating the confidence level is low. Stephanie is not going to be misguided, because I indicated it was a guess. As for how "wild" it is, depending on how one reads the phrase, it's not wild, it's just a guess.

* expert authority - another sugg - this is the meaning I first read with "doc auth"
but it could also be that the authority they refer to is not a person, but, exactly, the "doctrine" of the subject at hand. That's why it's the doctrine that will determine " la sorte le taux de capitalisation" - as in legal or economics doctrine.
... correct on the ground that an expert authority has come to that judgment, we commit no fallacy. ...

As per Finch's suggestion, my last sugg has a clear logical correspondence to hers (nothing wild) and, furthermore, it was from the start characterized as a guess.

: it's a literal translation but I rather doubt in the context whether it is correct. Why make such a wild guess?
