Sounds as if it might be this, aka a "sas rotatif". You have a pipe conveying loose (granular or powder) material, and at the end a sort of "wheel" comprising a number of buckets between its two flanges. As the wheel turns, it picks up a determined amount of the material and transfers it to a another location (e.g. a bag).
