It seems to me that it could be a separate power plant for taking up load during pick hours. However, I do not have enough context to be sure.

The production and delivery of substation facilities for the feeding and power distribution station electrical facilities, etc. were carried out with the extension construction of Tohoku Shinkansen (from Morioka to Hachinohe). The outlines of substation facilities as a feeding facility to supply the train power distribution, installation facilities which supply station electric room and distribution line power, were introduced. Feeding facilities (168kV power receiving circuit breaker, Scott transformer for 50MVA feeding, power compensator, switching circuit breaker, GIS facility, switch board for the railway), power distribution station electrical facilities (high voltage power distribution board, emergency power generating equipment, and power distribution station system configuration) were explained.
