Odd! No, I don't think it could be the same 25%, but where is the missing 50% of the plot?

Earlier reference is made to "L'emprise au sol (bâtiments émergeant du sol) représente 25% de la surface du terrain" but I don't know if this is the same 25%.

Context You really need to give further information. It could indeed mean open ground, and given the "voiries", that is quite likely. However, it could mean areas on solid ground, as opposed to e.g. constructed on piles over land or water.

Yes, I think the addition of "open" would be quite appropriate in this case

at ground level

If the "parties enterrées" (50%) are not under the footprint of the rest of the building and if the "parties enterrées" still project above ground level and so are not included in the 25% that is en pleine terre, that would add up to 100% of the plot.

On second thoughts, something has to be added to that to say that it is not built upon. So perhaps "ground level open space". I usually translate "en pleine terre" as "open ground" but that doesn't work if you have "voiries" on it.

Pleine terre : Un espace non construit peut être qualifié de « pleine terre » si :

que le passage éventuel de réseaux (électricité, téléphone, eaux potable, usées,
pluviales)
- il doit pouvoir recevoir des plantations.
Les aires de stationnement et leurs accès sont exclus des surfaces de pleine terre.
