Is this document referring to the marriage? I see translations of this term as regards paternity. Is this necessarily created by the parents of the "person concerned"? Would it be called a Certificate of Acknowledgement?

The asker is (presumably) translating into US English. The term "deed" is only used in the US for a legal document conveying or transferring property, especially real estate. It is not used freely (as for example in the UK) as a term for other formal legal documents.
