You may either strike the phrase "under layers" or reinsert a portion of it before high-technology. For example, you could write "a new concept of layer technology" or "a new concept of layered textile technology".
The meaning of layers is captured in the sentence that follows the one that has caused you difficulty. Although one can understand what is meant by the author, it is grammatically awkward.

Since the concept is new it would be wrong to write "a new concept in layer technology" or "a new conedpt in layered textile technology", unless, of course, layer technology already exists and what is new is the first-layer compression.

If you do not wish to create a new word, you could write under-layers. This would capture the author's apparent attempt to avoid more conservative expressions such underclothing, underclothes, etc., and not offend people reluctant to embrace new vocabulary.
