ON-SITE ALTERATIONS
Alterations are done on site by request, 7 days a week during store hours. Professional tailoring and alteration services are available for men, women and children. Charges available at time of fitting.

The last sentence means there is no charges if the clothes do not fit the customer or charges will be told at the time of offering the alteration services?

I think the latter i.e. you will be told what the cost is when you have your fitting, but it's not well written (if you don't mind me saying)

the charges must be paid at once

I think the word "available" is used in a misleading way here. The customer must have the money for the alterations available, i.e. he or she must pay immediately.
I could be wrong, though...
