what's a floating setpoint? is it one that is not fixed but can vary within a predetermined range?

Yes, it's a setpoint that is determined by comparing two temperatures, internal and external usually. In the case of an airconditioner/heater, the thermostat compares outside and indoor temperatures to determine the setpoint. The fan turns on when the difference reaches a predetermined set of values.
