Comment: "I've found a couple of references to the British parliamentary system in which "enskild parlamentsledamot" is used as an equivalent of 'private member'. I'm going to use it too, having found no other plausible equivalent. Many thanks for the suggestion."

Found this explanation in the Norstedt dictionary.
Also, the Random House Webster's Unabridged Dictionary defines private member: a member of a legislative body, esp. of the House of Commons, who has no special duties and is not a member of the ministry.
