Formal, ţările contributoare cu trupe nu pot influenţa acest proces în nici un fel. În operaţiile conduse de Naţiunile Unite, ***lanţul de comandă*** civil şi cel militar sunt unificate şi integrate, cu primat ne-univoc al autorităţii civile, de la secretarul general ONU la comandantul forţelor locale, prin intermediul reprezentantului său civil local.
