Unfortunately there is little more to add. The translation concerns the assessment of a pension claim. If the claim is not approved then the assessor can initiate something himself such as 'het opvoeren van een deelname losse dekking'

Maybe all the Prozians who could answer this directly are out walking the dog, but providing a bit more context wouldn't hurt.

From the outline it seems the person would have to take out additional cover by particpating in another pension scheme. That is to say make contributions to another scheme.
Make provision for additional cover might fit the bill.
