Some kind of interest charge on commercial property. Is it "interest fee"?

hurdle rate

Christine is right, of course. I just wanted to add a term that is frequently used when talking about property investments.
Example sentence:

Hurdle rate: The minimum total return required by potential investors to induce them to invest in property is known as the hurdle rate
