preparing the complete tendering documentation

it is about "drafting a contract" BUT from the viewpoint of "le maître d'ouvrage", i.e. the party that is commissioning the work

in practical terms, what is being drafted is not strictly speaking the final contract, but a "draft contract" or more accurately an "invitation to bid" [with all the technical specifications, the really hard bit to prepare] or a tender

"la rédaction complète d'un marché" is the stage when the tender is being prepared to invite bidding for "le marché"

the most important part of preparing a tender is knowing what exactly to order - that's where these consultants get involved. (If you don't know your stuff you get taken for a ride by suppliers triple quick - too many real-life examples to quote ...)

so the "complète" in "la rédaction complète d'un marché" is the whole of the tender - including all the technical annexes (a tender that will be LATER translated in a contract, once one of the bids is selected)

What would you send a response to? An "invitation to bid/tender" sounds like a plausible option ...

when private entities are commissioning the work or ordering goods or services ("les marchés") the procedure is very similar, only dictated by internal company rules about procurement instead of official regulations.

Having translated few of these "invitations to bid" (and more than that - in fact being involved in the whole process) it would be worrying if I couldn't recognise one when I see one .. Thanks!
neutral AllegroTrans : Marché is the contract RESULTING from a tendering process not the process itself: the process is 'appel d'offres' not 'marché': cf. passation du marché

the final result is a contract (and work being done), but the concept of "un marché" includes the whole tendering process // if you look at any site listing current "marchés publics" what you'll find is list of currently open tenders (invitations to bid)

drafting a complete market analysis

Initially I thought this might be drafting a business plan, but marché doesn't seem to be used for that' or a contract, because marche sometimes means contract. Correct - again, it's because of the web citation that I chose analysis over contract, thinking marché may be shorthand for "l'analyse des offres." This impression was strengthened by the appearance that the writer is a consultant rather than a lawyer.
disagree Daryo : absolutely no ways that "à rédiger vos marchés" could mean "analyser les marchés pour vos produits" - not from a purely grammatical analysis of this ST and even less if you apply some basic reality checks ...

Again, contract was only my 2nd choice because I thought it was too obvious to be right and so the text must be alluding to the services advertised on the website. Evidently not. As they say in med school, "when you hear hoofbeats, don't look for a zebra"
