This is a document about collecting, archiving and preseving/storing amateur films.
Under "budget"
"Les structures ont répondu en général en indiquant leur budget passé (2012 ou 2013). Deux ont répondu sur leur budget prévisionnel 2014.
Il faut également préciser que quelques structures ont répondu partiellement à la question sur les budgets soit en ne précisant pas leur budget global (3 sur 33) soit en n’indiquant pas la part consacrée aux actions spécifiques sur les films amateurs. Les chiffres suivants donnent cependant des valeurs globales et moyennes qui reflètent la vitalité de l’activité autour des films amateurs et permettent une première « photographie » des moyens budgétaires engagés pour la collecte et la conservation des films amateurs en Europe.
L’ensemble des structures ayant répondu sur cet item totalise un budget supérieur à 23 millions d’euros.
Ce chiffre, qui paraît très important, est à relativiser car certaines structures au budget important (égal ou supérieur à 1 million d’euros) n’en consacrent qu’une faible part aux actions sur les films amateurs"
I have no idea how to translate "actions" here?

I have posted hundreds of questions on this site and sometimes even though I do not use any of the answers from posters in my translation, I select one anyway. this time I haven't.
Please bear in mind that if you had closed the question in a more-appropriate manner, you would still have had the opportunity to put your own translation, “initiative”, in the glossary, to help other colleagues in the future. The site invites you to give recognition the answer(er) that has been "most helpful", by awarding points, but you are not obliged to put that answer into the glossary - you can over-ride it.
I do not think that any of the answers are "unacceptable", everyone here is very helpful and I am grateful for their help/time.
I have translated "actions" by "initiatives".
