Puisqu'on parle de tourisme, je suppose qu'on essaie d'apparier types d'événements et régions dont les ressources sont en mesure de satisfaire aux besoins.

Comme quoi le contexte fait toute la différence, s'il s'agit de ce genre de lobbying:
"Using UK government data for the first quarter of 2010, the report suggests that if all medium and long haul destinations from Air Passenger Duty bands C and D in coach class were moved in to band B, the lost revenue to the UK Treasury would be £11.44m. But by increasing the APD in coach class for band A by just £1 per flight, the increased revenue for band A in economy would be £14.22m."

SI je comprends bien, les Caraïbes (entre autres) se sont opposées à ce système de taxation (relié à la facture carbone)en proposant deux groupes seulement, le premier regroupant les destinations européennes les plus populaires et l'autre, des destinations moins achalandées.
