I believe this Swedish word, "hänsynsmål", was made popular by Swedish legislation and here below is the definition in one of those pieces of legislation. When you look at Vägverket, Banverket, Sjöfartsverket, the same pattern and definition reoccurs.

Actually, all the six dfferent permutations: SHE, SEH, HES, HSE, EHS, ESH exist on Google in connection with the words safety, environment and health.

Maybe the one acronym to choose in this case is the order used by the definition of "hänsynsmål" as you stated originally, i.e.: "hänsynsmål: Säkerhet, miljö och hälsa". This gives:

The reason to choose the SEH order is that the Swedish government formulated this primarily in terms of transportation policy and the safety issue is the dominant priority. Swedes generally respond very strongly to safety issues, so it is a very high priority for Swedish politicians and their policies. Safety should be at the head of the list.

I think "strategy (or aims) in terms of environment, health and safety" woks here. I would put the longest word first simply because it reads more easily and health and safety are a well known pair. I doubt it matters though.
