Source text - Russian На совершенствование порядка подготовки законопроектов республиканскими органами госуправления направлено постановление Совмина от 11.10.2016 № 813.
Постановлением № 813 внесены изменения в Регламент Совета Министров, утвержденный постановлением Совмина от 14.02.2009 № 193.
Если в соответствии с действующей редакцией Регламента проекты правовых актов, направляемые в Совмин, подлежат согласованию с Министерством юстиции, то в развитие этой нормы постановлением № 813 определен порядок действия Минюста в том случае, когда различные органы госуправления готовят проекты о корректировке одного и того же закона. Минюст предложит органу госуправления, ответственному за подготовку законопроекта, либо органу, осуществляющему комплексную корректировку закона, консолидировать эти проекты в единый акт. Кроме того, если один орган госуправления одновременно готовит нескольких проектов законов о внесении изменений в один и тот же закон, то проект закона может быть и вовсе возвращен разработчику.
Такая новация позволит исключить ситуации, когда в Палату представителей в течение короткого времени направляется несколько законопроектов, предлагающих поправки в тот или иной закон, и постоянным комиссиям приходится объединять их в один документ. Причем эта работа нередко затягивается из-за того, что нормативные предписания законопроектов не согласуются друг с другом.
Также постановлением № 813 установлено, что докладчиком в Палате представителей Национального собрания по проекту закона назначается, как правило, руководитель республиканского органа госуправления, вносившего законопроект в Совмин. А при рассмотрении в парламенте консолидированного законопроекта, предусматривающего внесение изменений в закон, — руководитель госоргана, к сфере правового регулирования которого относится большая часть корректировок принципиального характера. Для ответов на вопросы и разъяснений при рассмотрении такого законопроекта на сессии могут привлекаться руководители иных госорганов, участвовавших в разработке, или уполномоченные ими лица.

The decree #813 has revised the Regulations of the Council of Ministers approved by the Decree #193 from 14.02.2009.
If Under current Regulations law bill drafts submitted to the Council of Ministers are to be endorsed by the Ministry of Justice, the development of this norm by Decree #813 has determined the operational procedure of the Ministry of Justice in case of different organs of state administration drafting amendments to the same law act. The Ministry of Justice shall suggest that the state administration organ, responsible for bill drafting, or the organ, carrying out the complex revision of the lawact, should consolidate the draft into 1 act. Furthermore, if the state administration organ is drafting several amendments of the same law act, the bill draft may be even returned back to the bill-developer.
Such an innovation shall rule out the situations when in a short term The House of Representatives receives several bill drafts to amend one or other law act and the permanent commission has to unite them into one document. And quite often this work is dragged on for regulary directions being not in concord with each other.
Decree #813 has also defined that the speaker of the bill draft in the House of Representatives is, as a rule, a head of state administration organ that has initiated the legislation to the Council of Ministers. And during the examination of the consolidated bill draft in the Parliament, the speaker is the head of the state administration organ, which regulates most of the significant amendments. Heads of other state administration organs that have taken part in the drafting or authorized persons may also answer the questions or clarify the details of the bill draft during the examination.

Source text - English Valery Spiridonov explains why he wants to be the first person to undergo a head transplant, which will be carried out by Italian neurosurgeon Professor Sergio Canavero. Mr Spiridonov, from Russia, suffers from Werdnig Hoffman disease, a muscle wasting condition that seriously diminishes his physical capabilities and left him dependent on a wheelchair. Now he has announced his intention to become the world’s first subject of a full head transplant, so that his brain can be attached to a healthy body.
Italian neuroscientist Dr Sergio Canavero claims he can complete the unprecedented procedure in less than a day. The whole process, Dr Canavero says, is “90 per cent” guaranteed to succeed, though he admitted: “Of course there is a marginal risk. I cannot deny that." Other doctors have expressed serious doubts, and, in particular, the likelihood that Mr Spiridinov’s brain will still be functional by the time the surgery is complete.
Mr Spiridinov, however, is more optimistic. “If I have a chance of full body replacement I will get rid of the limits and be more independent”, he said.
Stage one involves cooling the patient and donor’s bodies in order to prevent the brain cells from dying during the operation. Next, the neck is partially severed and the blood vessels from one body linked to the other with tubes. Matthew Crocker, consultant neurosurgeon at St George’s Hospital, London, said every section of the operation has a grounding in current science and practice – at least in theory. “Excluding blood vessels that supply blood to the brain then restoring them with tubes is very well recognised”, he told Sky News. “Lowering the temperature of the whole body head and brain to between 10 and 20 degrees, usually around 15 to 17 degrees, is a very well recognised technique used for complex neurosurgery or cardiovascular surgery in which there is an expectation that the brain will be starved of its blood and oxygen supply for a substantial period."
Stage two sees the spinal cord cut with an extremely fine blade to minimise damage. The donor head is then removed, placed on the recipient’s body, and the spinal cord fused back together again using polyethylene glycol, a compound used both in medicine and industrial manufacturing. Mr Crocker said: “The idea of cutting the spinal cord sharply rather than bluntly has a little medical support. The only well recognised success with spinal cord injury surgery came from a man who had a stab injury rather than a blunt injury. He added: “I’m sure any of this is really okay, and it requires a little more thought. At what point does one die, might be one for an ethicist to consider. “But the heart is routinely stopped in open heart surgery, that’s no longer unusual."
Stage three involves knitting together the survivor’s blood vessels and nerves, though Mr Crocker said he doubted whether the feat had ever been attempted on such a scale successfully before. The body is then kept in a coma for several weeks to prevent movement and allow time for the spinal cord to glue itself back together. “That is very speculative”, Mr Crocker said. “The issue here is that someone with a functioning spinal cord is facing having that function completely removed."

A Framework for Design Thinking
This framework integrates classic creative problem-solving (CPS) with art and design methodologies.
Design thinking offers a structured framework for understanding and pursuing innovation in ways that contribute to organic growth and add real value to your customers. Creativity is central to the design process. The design thinking cycle involves observation to discover unmet needs within the context and constraints of a particular situation, framing the opportunity and scope of innovation, generating creative ideas, testing and refining solutions.

Дизайнерский склад ума фокусируется не на проблеме, а на поиске решения и предпринятия действия для создания предпочитаемого будущего. В дизайн мышлении используются логика, воображение, интуиция и системное рассуждение для исследования вероятных возможностей и для получения благоприятных для клиента (покупателя) результатов.
