Create your own CafeTran Button Bar, using Keyboard Maestro’s palettes:

The first button now triggers the macro "Smartly cut selection". Whenever a double space is created, the second one is deleted:

Of course you can also display and use the corresponding keyboard shortcuts:

I have hidden CafeTran Espresso's button bar and added my own, with the icons in exactly the order I want them:
