Some CAT (such as MemoQ) tools can already open a SDL package (.sdlppx) for working on and export a return package (.sdlrpx). What other CAT tools can do this?

Hello John,
CafeTran does this as well (it opens .sdlppx packages and exports either .sdlppx or .sdlrpx packages), although it cannot yet read termbases (memories are imported correctly though). Termbases need to be converted via an external tool first.

Just thought I'd mention that CafeTran can now also automatically import the any termbases (TBs) and translation memories (TMs) inside Studio packages automatically, as I'm sure you already know
