How to setup quotes

Hello!
I've searched and tried also a lot to find out how to set greek quotes (« ») in a way, that they are set in target segment as
(" "). But I did not find it out. Is there a way that they are changed automatically? I found only the way via Quickinsert.

May please somebody help me.
