I have translated this many times and I have alwasy been told that the word "sanction" should not be in this translation since the "exclusin from proceedings" is actually a saction on its own...so it would be like you would say "under the sanction sanction"...you could however use the "under the sanction of excluding from proceedings"...your choice.
