紙のたるみがないようNRを巻取り方向に回転させ、紙をしごいてゆるみを取ります。その後タブをNR先端の裏側のみに接着し、たるみなしを確認してNR表面に接着してください。

You might be right, but "接着" made me think that it was not a printer but a label machine of some kind.
agree sigmalanguage : しごく can mean many different maneuvers but this is one possibility. I also would like to point out that this is probably a pasting machine as in web printing, so it is not a piece of paper but a roll. My guess is NR = new roll.
