I believe this is talking about a function in the Illustrator program. I was going to say something like "do sending data lock" or "lock the sending data", but these sound kind of weird to me... I would like confirmation from someone who has heard of this term.

Ok, the only lock feature I know of in Illustrator is simply "lock". You can lock objects in Illustrator to prevent them from being moved around or modified.
I'm guessing that in some way data in Illustrator is being sent from the other application you mention (The sentence says to process data in the Nippo application and then lock the sent data in Illustrator).
The gist is data is sent to Illustrator, where it is locked.
