peezetz - This is used to describe the overall feeling about the wing. That "In general this wing, peezetz, peezetz!" and the woman is smiling and laughing. It sounds like it might be related to "pitzutz", almost like "It's a knockout, it's beautiful, fabulous."

It should probably be spelled פיזדץ and is apparently comes from Russian. If you were to try to say in Hebrew, the closest from what I read is: בן זונה as in: היה שם אוכל בן זונה

This is not in English - It's a Russian vulgar slang,
and the spelling in your question is a bit off:
It should be spelled (or rather - it shouldn't)
as פיזדץ - PIZDETZ (in Russian letters - пиздец) with a D.
It comes from the vulgar slang word for "cunt": פיזדה - PIZDA (In Russian - пизда).

It could be used by young people in a kidding, less offensive way
to mean something like "a mess" (בלגן),
but I DON'T THINK it can be used the way you suggest, to mean a good thing

Our friend Mr Rosenthal (Slang dictionary) says this:

מקום נידח (מיושן): אחרי שנתיים במשרד החוץ שלחו אותו להיות מזכיר שני באיזה פיזדיניה באפריקה

That's presuming this is the same word.
There's also another entry for פיזדיולוך which apparently means much the same thing.
If this does refer to the prison with this meaning it could be describing the prison as being remote (or in colloquial English: being in the middle of nowhere).

...Rereading your description, it seems slightly less likely that this would be the appropriate rendering here, unless the wing is particularly remote from the rest of the prison, even then, if they are saying it and laughing, I fail to see the humour in it. Perhaps a more vulgar interpretation is more apt on this occasion.

Discussion
When people feel that „pizdetz” is quite fitting somewhere but don’t want to use it due to some circumstances, they often use the word „pesetz” (песец) instead. The word „pesetz” means a polar fox and has no restrictions for usage, but people do usually understand the replacement. This is also considered very informal but is much less shocking than the original and is not banned.
I'm hearing pisetz and not pizdetz but I think from reading the whole urban dictionary article that fucked up is probably the best translation!
I don't hear the "d" sound, but it might be there. I will listen to more and then understand more, and then may add more context.
