This has to do with the requirements under the following Israeli law:
Sale (Apartments) (Assurance of Investments of Purchasers of Apartments) Law - 1973
or in Hebrew
חוק המכר (דירות) (הבטחת השקעות של רוכשי דירות), תשל"ה-1974
without going into a lengthy legal explanation,
under this law, in order to receive from the purchaser more than 15% of the price, one of the options the seller has is to provide the purchaser with a bank guarantee.
